Capital Construction Procurement Specialist – Automation Equipment

Job Description:

The Capital Construction Procurement Specialist - Automation Equipment is responsible for sourcing, negotiating, contracting, and managing vendor relationships for critical automation and control system equipment across a pharmaceutical greenfield site. This role ensures all automation packages (PLC/SCADA/DCS, DeltaV, OEM automation skids, networking infrastructure, BMS/EMS, IT/OT hardware) are procured on schedule, in compliance with GxP, and aligned with project cost, schedule, quality, and risk requirements. This position sits within the Capital Project Delivery / Engineering organization and partners closely with Automation Engineering, CQV, Construction Management, Global Procurement, IT/OT, Finance, and Project Controls.

Minimum Qualifications:

  • Bachelor’s degree in Engineering, Supply Chain, Business, or related field.
  • 5–15+ years of procurement or project management experience in pharmaceutical or biotech capital projects.
  • Strong understanding of: Automation and controls systems for example but not limited to DCS/SCADA/PLC, Pharma equipment vendor landscape (DeltaV, Rockwell, Siemens, OEM skid suppliers)
  • GxP, CFR 21 Part 11, and data integrity principles.
  • Experience managing long-lead automation equipment procurement on large, multi-year greenfield builds.
  • Proven ability in contract negotiation, supplier management, and cost control.
  • Familiarity with project delivery methodologies (EPC/EPCM, Design-Build, CM-at-Risk).
  • Proficient with project management tools, procurement systems (SAP/Ariba/oracle), and engineering documentation workflows.
  • Experience in biologics, sterile fill/finish, API, or cell/gene therapy facility builds.
  • Experience supporting FAT/SAT and automation turnover documentation.
  • Certification: PMP, CPSM, CIPS, or ISA/automation exposure.
  • Prior background working with engineering firms (Jacobs, IPS, CRB, DPS, Fluor, etc.).
  • Experience in Microsoft suite (Excel, PowerBI, etc.)

Responsibilities:

  • Lead end-to-end procurement of automation and controls equipment for pharmaceutical greenfield facilities, including DCS/PLC/SCADA systems, BMS/EMS, OEM automated process skids, instrumentation, automation panels, and IT/OT hardware.
  • Develop equipment specifications, scopes of work, and RFQ packages in partnership with Automation, Engineering, and IT/OT teams.
  • Manage sourcing events, evaluate technical and commercial bids, and drive vendor selection decisions based on cost, schedule, risk, and compliance criteria.
  • Negotiate pricing, delivery terms, warranties, service agreements, and contract structures (MSAs, SOWs), and manage change orders throughout the project lifecycle.
  • Maintain procurement schedules aligned with engineering, construction, and CQV milestones
  • (FAT → SAT → IQ/OQ) and ensure long-lead items are proactively identified and managed.
  • Oversee vendor documentation delivery including design packages, FAT/SAT materials, turnover documentation, and qualification support to ensure readiness for installation and validation.
  • Manage supplier performance, including tracking quality, schedule adherence, responsiveness, and documentation compliance; escalate and resolve supplier issues as needed.
  • Maintain and develop Approved Vendor Lists (AVLs) for automation-related equipment categories.
  • Ensure all procurement activities comply with GxP, GAMP 5, 21 CFR Part 11, corporate procurement policies, and project governance requirements.
  • Collaborate closely with cross-functional stakeholders (Automation Engineering, IT/OT, CQV, Construction, Quality, Project Controls, Finance) to ensure automation packages are delivered on time, on budget, and aligned with all technical and regulatory requirements.
